through several central locations. In doing so, it is able to block
out key web-sites that the government believes is not appropriate for
its citizens.
The normal Internet user (with very little know-how) may utilise a tool
called a proxy server. While others may just make a long distance call
to a neighbouring country and use an alternate service provider.
